i am installing a 200amp ( nema 3) ats for gen set with a nipple from 200 amp meter pan:

can i run both load side of meter to normal side of ats and load side of ats to panel main in same nipple
 
Nope. You can't have service conductors in the same raceway as feeders. Even if the NEC allowed you to, the power company probably wouldn't allow you to run that through their meter can.

If the panel is directly behind the meter, you can get creative by coming out of the ATS with a 90 and then LBing into the back of the panel.

The term "load" is only relative to the way you are using it.

One set of cables will be service entrance conductors while the other set will be feeders. They are not allowed to share a raceway.
