NEMA 3 RV pedestal install by municipality

In the last month my local local municipality has installed NEMA 3 RV pedestals downtown for a bbq contest they had last week. The units are out in the open approx. 10 feet from a railroad track. They have seperate ground rods and the electrical was run in the same ditch as the water.

The design is similar to the parkranger by Midwest electric products.

The units contain one 20amp 120v GFCI receptacle and 2 NEMA 240v (unknown amperage) receptacles with the appropriate UL listed break as they are sold as a unit.

My question is, is this compliant with the 2008 NEC Art 406.8 b(1) ?
I do not believe so because it is in a wet location not a sheltered damp location.

Nema 3R is 'raintight,' and approved for as much rain as Mother Nature can send it.

FWIW, it's possible that one of the "240" receptacles is not quite the same size as a very simlar dryer receptacle, and is actually a non-NEMA pattern for a very common RV plug. If so, it will be a 30A 125v receptacle.
 
That's what I needed. I wasn't sure about the waterproof integrity once the lid was up and a cord installed. Thanks again!
