Looking for direction.

Just installed a NEMA 3R ATS (Generac 200 SE Style residential application)

Connectors below energized parts, specifically on the bottom are not required to be water tight correct?

Not sure why a metal close nipple for my ground rod wires (#6 copper thwn) is not allowed.

Maybe somewhat of a stretch fro a nipple but the problem might be 250.64(E).
Was it rejected on an inspection ? Any reference given ??

Failed for 250.8 (A) Said my connector, in this case a close nipple does not meet the requirements below. However below is for where my wire terminates in the enclosure, not the connector on the enclosure.

He wanted a Kenny Style clamp on exterior ATS which was outside. That clamp is not required to meet 250.(A) He eventually agreed after contacting my State AHJ. However he came back and said my chase nipple does not comply with a water tight fitting being needed to penetrate a 3R enclosure. (Penetration is below all energized parts and in this case on bottom of 3R ATS) He wants the Kenny clamps. I put them in for the heck of it. However they are not water tight either SO something needs to addressed.

250.8(A) Permitted Methods: Equipment grounding conductors, grounding electrode conductors and bonding jumpers shall be connected by one of the following means: (1) Listed pressure connectors (2) Terminal bars (3) Pressure connectors listed for grounding and bonding equipment (4) Exothermic welding process (5) Machine screw-type fasteners that engage not less than two full threads in the enclosure (6) Thread forming machine screws that engage not less than two threads in the enclosure (7) Connections that are part of a listed assembly (8) Other listed means.

Sounds like you have an inspector that was bullied as a child. He is completely wrong and 250.8(A) has nothing to do with a GEC entering an enclosure.

As an aside Kenny Clamps are never required and are a scam period.

What is the go around for a panel penetration in a 3R for the rods?

I always used PVC for the GEC sleeve out of the bottom of the enclosure. However, I would imagine the clown you are dealing with would have a problem with that.

I agree 250.8(A) has nothing to do with this installation. Technically a metal nipple would need to comply with 250.64(E) as Augie suggested. Since you're below live parts a connector listed for the single conductor could be used.
