Nema 3r wire trough

I am building a 400 amp service with 2 200 amp transfer switches for a generator and I want to run a nema 3r wire trough underneath the transfer switches and under the meter pan but I didn't know if it is acceptable to put knockouts in the top of an outdoor encloser like this it anyone could help me out that would be great

Yes you can.
It's important to use the correct fitting when entering the the top of the wireway.

Just watch out for having service conductors and feeder/branch conductors in the same raceway. A wire way is a raceway.

The fitting you need is commonly called a Myers hub.

The trough will only be under half of the meter can (pan), right?
