NEMA 4X Disconnect in concession stand

I'm a PM running a Pool Project and I have a permanent structure that part of it will be used as a concession stand. I have a water heater going under the counter and needs a 100amp disconnect. Being that this is in a concession stand does the disconnect have to be a NEMA 4X? I will be mounting the disconnect with the electrical panels in the same location and they are not.
 
I don't know why it would be required to be type 4X. Normally this would be reserved for areas experiencing considerable corrosion. If the rest of the stuff corrodes what difference does it make

If supplied from one of the mentioned panels, why have a second "disconnect with the electrical panels"? If within sight of the appliance the branch breaker can be considered the disconnect.
