No. A receptacle's slot configuration determines which plugs it will reject as well as accept.
A 5-20 plug assures it will only fit a receptacle fed from a circuit capable of supplying it (20a).

will work only if you twist the blade on the plug
I took over maintenance of a radio translator a few years ago, installed at a two-way radio repeater site. Lots of receptacles mounted up in the grid above the equipment racks. The previous moron did just that with a 5-20P on a UPS. If he had moved over 2 feet to the next quad box, he could have plugged into a 5-20R.
