NEMA 6 rated actuator, GFCI?

Working on a project where there is an actuated motor that will be installed in a situation where it could become temporarily submerged. It is not a dock or marina; it is an industrial facility. The actuator is NEMA 6 rated for temporary submergence. Power will be 480V via a type SOOW cord and a separate cord will be fore signaling; 2 cords in total. The SOOW cord will be connected with NEMA 6 rated fittings. I was not able to locate anything stating if GFCI protection would be required; did I maybe not see it?
 
It's so hard to prove things are not in the code.

GFI is not required in this situation. If you provide personnel protection, (4-6 mA) you will probably have nuisance trips. That extra cord for signaling may include leak detection. Check the specs.
 
The code tells you where a GFCI is required, because it is a much shorter list than telling you where it is NOT required. So if your installation falls onto the short list of where it is required, then you have to put one in. If not, you don't.

Condensed short list: Kitchen, bathroom and wet location OUTLETS, then add swimming pools / spas, and carnival rides. Is this a carnival ride?

Well don't forget marinas and boat yards. This is why I was thinking it could be someplace else.
