NEMA rating required for outside disconnects serving elevators

Recently our electrician installed disconnect switches on the exterior side of our parking deck in Virginia. The switches serve the elevators and are in NEMA 3R enclosures. The elevator inspector failed the switches because he said that they should have been in NEMA 4 enclosures. Who is right?
I understand that NEMA 3R enclosures are suitable for outdoor use, but is there something in the code that requires a NEMA 4 enclosure when the switches serve an elevator?

In Washington electricians are not allowed to work past the disconnect, that requires an elevator mechanic.
So I have little experience on elevators. Perhaps its a local code?
