I have Nema 15P connector and plans show it to connect to Nema 20R receptacle.

Can this be possible or does receptacle have to be nema 15R? Does NEC 2017 allow this?

No problem. If it wasn't "allowed", the plug wouldn't fit in the receptacle. (See 406.8.)
