I was reviewing submittals by the contractor for a project we have against the dwgs/specs earlier today - I usually don't look as deeply into this, but the client (medical facility for a state-funded california university) is pretty big on following their internal spec to the 't'. In any case, their specs call out for the conductors (and insulations) to comply with NEMA WC 70. The contractor submitted conductors that are tested per UL83. I spoke to the application engineer at the conductor mfg. labs and he said, in his opinion, that the testing they conduct per UL83 surpasses the requirements of NEMA WC 70, yet they don't really want to pay to get certified so they are not officially certified (He even send me an official opinion issue under his name from the mfgs. lab.) I'm not very familiar with the testing requirements/procedures and am coming up short researching it. I may have some leeway to allow the contractor to use this, if I can make sure it practically meets the criteria - but at the same time I don't want to take a chance and approve material not allowed per spec... Any advise or comments would be much appreciated.
