A customer is claiming that splices in the GTO going to the Neon tubing are forbidden by NEC unless made in a binding-screw type splice enclosure. I maintain that as long as the enclosure is listed for the purpose , it is NEC compliant.
Who is right?

I think you are both correct if you use the listed part you are refering to then no other enclosure part is needed. If you use something other than listed device then a suitable enclosure is required

600.8 Enclosures.
Live parts other than lamps and neon tubing shall be enclosed.
Exception: A transformer or electronic power supply provided with an integral enclosure, including a primary and secondary circuit splice enclosure, shall not be required to be provided with an additional enclosure.
