NESC 97D says when isolating the primary and secondary neutral, to coordinate with other utilities. How are other utilities such as cable supposed to isolate the primary from the secondary neutral without violating NEC code? This is for a stray voltage situation and a stray voltage blocker is being used.

The NEC requires their cable to be grounded at entry, but that doesn't mean it has to be grounded at the distribution end. I know the consumer retail market sells inline ground isolators for coax. I imagine a cable provider uses the same or similar.
