NESC and NEC overlap

I am new to the electrical utility business and had a question regarding code overlap...if any. I came from an NEC background and the NESC is obviously very different in structure, detail level, etc. My boss basically has wet finger in the air approach and doesn't know/care much about code requirements to this stuff. I want to FOLLOW CODE. My specific questions came up during a voltage drop question to an electrical service. I always followed the 3% rule when sizing wire for branch circuits and feeders and of course this is all dependent on the load you serving. Are their guidelines that I need to be following when determining the load for a house, trailer, modular, barn, etc??? I don't see anything in the NESC. I have used the NECs requirements when determining load for houses, schools, etc but I believe that is for the load side of the meter; not the service wire, transformer, etc. from the utility.

I am not looking for someone to spoon feed me the answers...a point in the right direction would be nice.
 
There used to be a reference to the NESC in the NEC but it was removed. The utilities in no way wanted any infulence from the NEC folks.
However there are POCO requirements that need to be coordinated with the NEC, and vice versa. Example service drops are under scope of NESC but electrican must install mast to meet clearance requirements of both.
Our local POCO customer service handbook is written to coordinate with NEC and uses NEC language.
