Neutral at 3-Way Switch

I am installing a new light at the bottom of a basement stairway. I plan on bring power from the panel to the 1st switch. From the 1st switch, I will run a 14-2 to the light. Also from the 1st switch, I will run a 14-3 to the 2nd switch but will wrap black tape around the white wire indicating that it is no longer neutral. Is this per code? I have seen statements before indicating that per a recent code change, a neutral wire must be present at every switch, even if it is not connected.

The requirement to reidentify the grounded conductor as ungrounded is not a recent change, its been a requirement for about 15 or more years
