Neutral Conductor at Service Panel

Hello, I am a homeowner seeking confirmation of a discovery in a newly installed service panel. While inspecting the service panel I noticed the neutral conductor was wrapped in what appears to be duct tape type material. It is my understanding this should be either of white or can be grey but that duct tape is not permissible. I appreciate any insight that could be provided as to the code surrounding this matter.
 
Firstly, this site is for professional, and secondly why are you opening panels if you are not qualified? Do not take electrical lightly.

To answer your question there is nothing that I know about that says duct tape is not allowed. It is gray so I would not loose sleep over it. The guy probably didn't have white tape. I assume the inspector passed it.
