Can someone share with me where the NEC 2014 or NEC 2017 requires a separate neutral for each lighting branch circuit?

No, because the NEC allows multiwire branch circuits for lighting.

Job specifications may prohibit though.

Your multiwire circuits must have two or three pole breakers or handle ties between each pole, otherwise you would need to run a neutral or each pole. Wasn't the case several years ago but has evolved to that.
 
If it falls under Article 700 this applies:

700.19 Multiwire Branch Circuits. The branch circuitserving emergency lighting and power circuits shall not bepart of a multiwire branch circuit.
