Can someone please explain 310.15 A 4? Are the talking about an Edison circuit out of a 120/240 volt single phase service? If i have a 4 wire circuit 120/208 or 277/480 consisting of 3 phase conductors with a neutral is the neutral counted?

No, in a 120/240 volt system the neutral would never need to be counted in an Edison circuit.

Only if the majority of the load served is non-linear.

If you are using a three wire Edison circuit from a 120/208 volt Wye system the neutral would be counted.
