When calculating the neutral demand for a service do we calculate the continuous and the non continuous or do we calculate the non continuous of the continuous plus all the non continuous?

More important than continuous/non continuous is maximum imbalance of line to neutral loads.

Plus 125% of continuous loads is necessary because of rating of overcurrent devices - this is not a problem with a neutral bus or with 100% rated overcurrent devices.

In fact, where the grounded [neutral] service conductor is not connected to an overcurrent device, which is typically the case, continuous need not be factored 125%.
