Neutral for 12kv Pole Line 3phase???

Is there a code about installation of a Neutral on a Power Line of say 12470v???
I was wondering this not or any other reason that is it against NEC. I do install one with every line we build. Main reasons is for lightning protection and the Wye/Ground Delta. it is typical for us to use a 12470/240/480 pot with a grounded delta secondary.

I just wanted to know if there is a code against just running 3 wires in the air.
 
If what you are describing is built for or by a poco to deliver power to the customer then the NEC doesn't come into play.

Are you still coming to the forum? If you enter into the discussion, we can find the answers for you. The NESC is probably the document that covers your installations if you are a contractor that works for electric utilities. :)
