neutral grouping

I'm on a job with a new company. I'm told a branch circuit neutral within a panelboard must be grouped with its phase conductor in at least one location per 2008 NEC code requirements, multiwire branch circuit or not.

I know of only 210.4, pertaining to mwbc. ?

210.4 (D) is all I come up with. Note the exception.

It's only required when there is more than a MWBC in a raceway or cable. A raceway with one, two or three circuits sharing a neutral would not be required to be grouped.

It is not a bad idea to put the circuit numbers on the shared neutral

breaker handle tie or separate neutrals too under 210.4 if its shared. we've been getting hit with that on plan review.
