NEUTRAL QUESTION

I came across two mcc with a main circuit breaker each and a tie breaker between them which has a circuit breaker that supplies a 480v/277v panel for lighting. This lighting panel has two neutral conductors connected to it and can not trace both because of over wiring fill which can become dangerous tugging on wires. Is there a need for two neutrals?
Neutral and phase are the same size conductors . Also there is a 3 position switch for this panel.

So there are two neutrals in the panel feeder? Are they parallel neutrals? A 200% neutral for a lighting panel that had a large amount of non-linear loads wouldn't be out of the ordinary.

I worked on a bunch of places that specified 200% neutrals for harmonics.
