NEUTRAL REQUIRED FROM UTILITY XMER

Is there anywhere in the NEC that says that you must run a neutral from the utility xmer or is it utility company specific? I've got a utility company telling me that I must have a neutral from the xmer; however, we're installing a 3 wire distribution board. HELP!

Yes, you must bring the grounded conductor from the utility to the point you bond it at the service.

250.24(B) Grounded Conductor Brought to Service Equipment. Where an ac system operating at less than 1000 volts is grounded at any point, the grounded conductor(s) shall be run to each service disconnecting means and shall be bonded to each disconnecting means enclosure. The grounded conductor(s) shall be installed in accordance with 250.24(B)(1) through (B)(3).

If you did not run this conductor and you had a ground fault in one of the three ungrounded conductors what would be the path for fault current back to the source?
