Neutral Requirement

I am specifying a 4160 V motor control center for several large motors. The motor control center (MCC) will have a fused main disconnect section and is fed directly from a utility company transformer. The MCC only feeds delta motors using solid state reduced voltage starters. Is a neutral conductor required to be installed from the utility transformer to the MCC where it would be bonded to the GEC, or could the neutral of the transformer be bonded to the GEC within the transformer with an equipment grounding conductor routed with the 5kV service entrance conductors?
 
The code does not require the neutral to be run into the service disconnect for this system like it does for systems operating at less than 1000 volts. 250.184(B) will require an equipment bonding jumper to be run to the MCC.
