Neutral through a panelboard?

Is it common practice, or Code compliant, to pull a neutral through a panelboard and not land it?
To be fair, the panelboard was ordered with a neutral bar (480/277) but it didn't come with it. The panel board is being fed from a step down xfmr. The loads are all 3-phase, so no big deal, but there's no where to land the neutral coming from the xfmr -- ergo the original question.
 
not a service panel, but fed from upstream xfmr SDS.
Still need an EGC and if secondary is 480/277 then it would have to be bonded to neutral either at the source or first disconnecting means.

No requirement to actually install a neutral conductor if you don't have any loads that utilize it.
