Neutral to first means of disconnect

Hi all,

Is there a code article stating you must bring neutral off secondary of utility transformer to first means of disconnect? Or can it be bonded and left in transformer
Service is 3P 480 .

Yes, and it is critically important to do so. Not doing so there would be no fault return path to the source. See 250.24 (C). It must be sized per 250.24(C)(1) - (4).
This not one of the areas of the code that should be treated lightly as it is critically important.
