Why is it that the voltage to ground of center tap neutral in one leg of an UNGROUNDED SYSTEM of 240 volts line to line is 70 volts?
Why is it that the voltage to ground of a center tap in one leg if connected to earth is 0 volts or at least approaching zero of a DELTA CONNECTED TRANSFORMER?
What is the connection to ground of the neutral doing?

I don't think a centertap of an ungrounded system will be predictably 70 volts to ground. Also this is not an allowed configuration under the NEC; the center tap is required to be grounded.

A center tap that is grounded is zero volts to ground under no load ... because it is grounded. It's more or less by definition.
