Oh, yes. That's a violation. The neutral bar clearly has information stating what gauge of wire each size hole is for. You can't split a 1/0 to go into two holes, since the holes are not rated for 1/0 in this example. It is important for inspectors and electricians to know that the lug pictured is rated at 70 amps.
