SER cable doesn't have a neutral? All the cuts sheet I see looks like just phase conductors and bare EGC.

It depends if it is 3 phase then you can get 5 conductor ser which has 3 phases, one neutral and an equipment grounding conductor.
You can also get 4 conductor which is 3 phases and an equipment grounding conductor or you can use it single phase as a neutral, equipment grounding conductor and 2 hots.

The oval stuff (SEU) has a concentric bare conductor. The round stuff (SER) has a white insulated conductor that is the same size as the other insulated conductors and a bare EGC

It must depend on what you are looking at.
All the SER that I use on residential applications has a neutral two hots and a bare ground.

Just a side note, you could also look at aluminum MC cable, it is generally available in more sizes and combinations then SER.
