Neutral wire in switch box

I have a basement remodel, I can easily get to the switch at bottom of stair well. But I can not access the switch at the top of the stairwell, from either above or below without cutting a bunch sheet rock just to drill up through 3 to 4 2by4 plates and running around a shit ton of duct work.

In your situation you probably need a neutral if using cable wiring methods, but it is somewhat of an AHJ call as to what is acceptable to be able to get into there later.
 
Are neutrals required in all switch boxes, no matter the circumstance? As in remodels.

Sounds to me like that area isn't getting "remodeled" much if you don't have access into the wall cavity. If you're just removing and replacing the switch I don't think the AHJ can require you to add a neutral. As always, best to check with your local AHJ

Yeah but I ran a 2 wire from Home Run in can, to the switch box , to switch can lights in one half of basement. There are 2 switches at bottom of stairs one feeds half of basement lights and another switch runs to 3-way at top of stairs for sconce light. I'm assuming since I have changed the circuit, besides the obvious required AFCI, I need to bring the whole ciruit up to current code. Correct?
