Neutral wire nutted in disconnect

Thanks in advance. Detached shed, 40a fused disco, GEC and EGC bonded to the enclosure, Neutrals wire nutted together. I had an inspection a few minutes ago where I was told that the neutrals needed to land on a terminal. He said that he could show me in the code book, but since he was in a hurry and he signed me off, I told him not to worry about it. Does anybody know if this is a violation? I do very little residential or detached buildings. 2023 code cycle.
 
The code reference is 225.38(C), whose first paragraph is:

2017 NEC 225.38(C) said:
Where the building or structure disconnecting means does not disconnect the grounded conductor from the grounded conductors in the building or structure wiring, other means shall be provided for this purpose at the location of the disconnecting means. A terminal or bus to which all grounded conductors can be attached by means of pressure connectors shall be permitted for this purpose.

Clearly if a terminal strip were required it would say so, rather than say it "shall be permitted." So no reason not to accept a wirenut as the "other means".
