Neutral?

Ok If I buy 200 Amp SEU for a resedental service I get an under sized neutral
my question is can I do this for a pipe service and if so where in the code book does it say this is alowed ?

I think another appropriate spot is NEC 2005, 310.15(B)(6). It specifcally states raceway or cable.
