Maybe. What was it on? With the aluminum meter rings we have here the tab for that seal would break before that would happen. Could be a crummy seal also. With a hardened steel lock the seal should break with that much force.

Yep, using a set of needle nose pliers does a nice job like that. Hm,hm.
That way it can be bent back into shape and used again. Hm,hm
 
It’s supposed to look like this. I agree with above, it wasn’t yanked. Someone put pliers on it.

The hooks at the ends of that bail that slide into the slots on the seal are supposed to be like one-way barbs. The sharp ends are supposed to dig into the plastic if pulled on to prevent that from happening, or at least causing noticeable damage to the bail or seal that can't be concealed.

Guess the Chinese were able to copy what it looks like but didn't get the function down quite right. What would you expect from the Happy Sun Paper Clip and Meter Seal Company? :cool:

I agree. Any lock (or seal) is just there to keep honest people out.
 
Yes I have pulled apart rather than clip, with varying results, even when I did not plan to reuse, I'd save the good ones for future use.
Smart meters made them less useful
 
I have a whole bag of them from my old boys. Back in the day it was no big deal. They preferred to not Have to come out.
