I want to make a proposal for creating a new NEC Article. How do I do so when there is no exsting section to change?
It would go with CMP 13 area.
I hope the moderators won't close this as it does not contain a proposal.

Just check in option #2: new text.
You may want to explain in the proposal that it is for a new Article. New ones get added all the time.

480sparky is correct. Just say "new text". Just be sure to include the text of course and the Substantiation. While you may suggest it is CMP13's area, it belongs to the TCC to decide.
