New build ATS and Generator installation, ATS placement (USA NC)

We are in the middle of a new build and I am getting conflicting information on ATS placement from generator dealers. We built a detached garage first and had 400 amp service brought in with the meter base feeding a 200 amp panel in the garage and a 200 amp service disconnect on the outside of the garage that will feed a 200 amp sub panel in the house. My intention was to place the ATS between the service disconnect and the sub panel in the house, most likely with the ATS next to the sub panel. I had one dealer tell me I would have to replace the service disconnect at the garage with the ATS. This doesn’t make sense to me and complicates things. Has there been an update to NEC that applies to this situation?

What code are you on?

From what it sounds like, you have two service disconnects from one meter base, and that may run afoul of 230.85, depending on other factors.

It also complicates placement of the ATS, depending on what you want powered by the generator.

What is your electricians proposed solution?
 
Since the garage is detached, you will need a disconnect at the house, so if you are only running the house on generator, there is no problem having the transferswitch there. Some jurisdictions may require a disconnect or E-Stop for the generator next to the house disconnect.
