I have a new 800a, 480v service to a building. The main disconnecting means for the service is not in the building, it is a free standing Nema 3R outdoor switchgear located about 30' from the building. After the main disconnect, it goes underground into the building and enters the bottom of an 800a panelboard. There is no main in this panel, and about 16 breakers feeding from this. I believe that this panel requires a main or no more than 6 handles to comply to 225.33. The engineer says it does not. Any ideas???
 
It's debatable. Many see the "remote" switchgear as a structure and the building is subject to the requirements of Article 225 Part II More Than One Building or Other Structure. Others do not, at least for the main building. Ultimately, it is subject to the interpretation of the AHJ.

I agree with Smart $, it will be the AHJ who gets to make this call and it could go either way.
