Installation of receptacles/switches, has anyone ever had a job turned down due to the above mounting screws not torqued . Is there a procedure stated somewhere on torquing requirements for receptacle screws and switches.

The only torque ratings are for the wire terminals not the mounting screws.
The NEC section would be 110.3(B) which simply requires us to follow the directions.
