Hello,
I am working on a residential new construction home in Southern California. They installed PEX throughout the whole house for the plumbing and ran PVC pipe from the main to feed the house. There's about ten feet of copper from the main PVC that runs into the house and transitions to PEX. Am I required to bond the copper pipe?

Is that underground from the water main to the building? If so, and if there is at least 10' of copper in contact with the earth, the copper underground water pipe must be used as a grounding electrode. 250.50 and 250.52(A)(1).
 
Negative! The underground main feed is PVC and the copper pipe is connected to the PVC, which only has about 2 ft of contact with the earth. The house has a UFER installed. They were planning on running copper throughout the whole house, but ran PEX instead. The copper is just used to transition from PVC to PEX
