New disco while retaining N/G bond?

Is there any provision in the 2020 NEC that fulfills the requirement to have an outdoor disconnect between the meter and the main service panel, but without having to move the neutral/ground bond position and separate them in the original panel?

There are a lot of old homes in my area and separating the N/G in the original panel causes some complications with old 3-wire circuits.
 
Yes you can use a disconnect labelled as Emergency Disconnect, Not Service Equipment. I recently did a service upgrade where I used a 200 amp circuit breaker as the emergency disconnect and left all of the existing GEC's at the new inside panel. You end up with Meter>Emergency disconnect (3-wires)>Panel w/ service disconnect (3-wires). The neutral in the EM disco is bonded as is in the meter enclosure.

You won't find a specific rule...you have to read what the label says and apply the other code rules. The bonding and grounding takes place in the service disconnect, and if you label as Rob said, the outside disconnect is not service equipment.
