New FL energy code; switch box depth

Inspector on my job in FL just mentioned a new energy code requirement for switch boxes, saying they must be deeper. Couldn't provide any specifics though such as how deep that is, or if the plaster ring counted toward this depth.

Can anyone point me in the direction of this document?

A new energy code requirement can only come from a new energy code. Is there a new energy code? All I'm finding is the 2010 (hardly new).

It would help if you would clarify:
a) commercial or 1&2 Family
b) what boxes you are using that the inspector does not like
1. The links are not much good unless you have a site login. :(

3. The only reason that I can think of for such a requirement is to provide enough space in all switch boxes to allow an occupancy sensor or timer to be installed. Those often take up more depth than a minimum snap switch would, especially if you have a lot of wiring behind them. If that is the motivation, then anything that allowed that mounting depth, whether in the box or via an extension or mud ring, should be acceptable. (SWAG warning....)

its commercial.... I don't have any boxes in yet; this was a slab inspection. Don't really have any switches other than maybe a storage room or two as everything is controlled by an energy management system, but would still like to know what he
is talking about. I'll check those links when I get to a computer. Thanks
