New Garage Outlet Per 2017 Code Clarification and MWBC question

I searched all over the interwebs, and am hoping to get some clarification on 210.52(G) and 210.10(C)(4).

I'm looking to install a few more outlets in my garage to run my bench, tools, and work equipment, as well as install an outlet for a freezer.

210.10(C)(4) Says at least one 20A outlet shall be installed, but at the end it says "This Circuit shall have no other outlets". What do they mean by no other outlets, as in lighting?

210.52(G) says at least one outlet, per car bay, but no mention of no other outlets.

What I am hoping to do is install a MWBC off a two pole breaker, and feeding at least two more outlets off these two circuits, if not more down the road.

Will this be up to code as far as new branch circuits? I would like to run just one 12/3 vs two 12/2 runs.

For starters, the correct reference is 210.11(C)(4). That article says to install at least one circuit, not one outlet. I think it means that the outlets required by 210.52(G) are to be powered from 20 amp circuits that do not supply lights or other specific equipment (such as hard-wired space heaters). I believe you cannot use a pair of 12/2 runs, as that would violate the rule that limits a separate building to a single branch circuit or feeder. See 225.30. As to whether you can put one outlet per vehicle bay, and each of the other outlets you describe, onto a 20 amp MWBC, and not overload the circuit, I cannot say.
