New GFCI breaker

I am wiring a new circuit in my shop for some outdoor outlets and a light. When I energize the circuit the GFCI breaker trips immediately if the light is turned on or if there is power going to the outlets. The outlets are GFCI also. If not, the breaker holds. I have been slowly taking apart the circuit and putting back together and cannot find the fault.

Any help is apprcieated.
