New Iowa Statewide Licensing

This may not be the right forum for this question, but it's as close as I could come to my question:

Does anyone have any information about the upcoming state-wide electrical licensing requirements in Iowa? I have found the State Fire Marshals' home page and have downloaded the formal, legal Resolution, but it's hard to interpret. I'm not keen on decoding legalese, so is there a web site, email or phone number to call to find out the 'plain English' version?

Here's the response I just got from the state fire marshal's office:

"The provisions in the law on "grandfathering" are difficult to interpret. The job of interpreting the language will fall to the State Electrical Licensing Board with assistance from the State Attorney General's Office. The Board has not yet been appointed but we expect that to happen soon. Please check back with the following website in about two - three months, as we will be posting information there as it becomes available:

I know that the deadline in the law for becoming licensed is January 1, 2008, but given the number of steps that must be taken in order to implement the licensing, the effective date will likely be pushed into 2008 somewhat."
