New Jersey energy code

Does anyone know anything about the energy code.

I failed inspection for using Halo H7ICT cans on the first floor of a ranch house. The inspector said I have to use airtight cans because of the energy code. I think he is wrong

Any thoughts?????????
 
news to me. but this is new germany, so anything is possible. I'll bring it up at the next contractors meeting, see if anyone is aware of it.
 
Since a ranch house would have an attic above the first floor I would agree with the inspector. What is the rating on the Halo fixtures you installed?

I am also an inspector in NJ. My office contends that airtight cans are required when you have type 5A construction ( three story residential or two story with 50% of the basement above grade) This type of construction requires a 1 hour fire seperation between floors and airtight cans would be needed. With the ICT can you can simply insulate over the can and maintain the R30 integritry of the ceiling. I don't even know where to find the energy code for an interpretation.
