Plowing through the NJ Uniform Construction Code, I cannot tell whether we require Arc fault and T-R receptacles on new construction. I am sort of inferring from some of the prose that we have not yet approved these items. Am I correct?

I believe that it was six months prior. During that six month transitional period you had the option of whether or not to use the 2005 or 2008 code. You needed to state it on the permit which code cycle you were using.
