New LED Area fixture on slip fitter mount with 10" pigtail

We provided some LED area fixtures on slip fitter and the fixture has a 10" pigtail. The existing fixture has the pole wires coming up and then terminating within the old tennis court light's junction box. We've sold so many of these lights and the electrician will install the fixture by removing the old fixture and splicing on the the existing pole wires, then pushing the splice in the pole arm and installing the fixture on slip fitter. The customer is saying this does not meet the NEC rules and says that based on 300.15 the connections need to be in a junction box. Are there any exceptions to the rule that will allow these fixtures to be installed legally? I'd love to be able to say to give him an NEC article that says he can install these lights to NEC standards.
 
300.15 is not the applicable article section, read 410.30(B)(1) including the exception.
