From CMC website:

A new Florida State Law has been passed that requires scrap metal recycling facilities to obtain proof of ownership (for example, receipt or bill of sale) when recycling the following items:
...
"Metallic wire that has been burned in whole or in part to remove insulation."

So scrap wire with no burn marks is good to go!

Around here, you must show that you are a licensed electrician, apprentice, journeyman, master/and or contractors.
If you are not the contractor you must also show a company's letterhead paper stating that you are allowed to scrap copper and signed by contractor.

I think that's a great idea. It should help preventing copper thieves as well as site electricians intentially ordering way to much wire on jobs

"?Communication, transmission, distribution, and service wire from a utility, including copper or aluminum bus bars, connectors, grounding plates, or grounding wire"

Damn! That is going to make my life hard.
