New MV EPR URD cable, What is the best method for testing?

The supply chain debacle is forcing me to buy a brand of cable that was never considered for use here before.
The cable is 25kV, 260 mil, 1000 MCM AL, concentric full neutral.
We have history with this manufacture. There is a 25 year warranty on the cable but labor cost for repull will be extremely high.
We do have a VON Hi-Pot locator.
What is the preferred method for testing this cable on the reel when delivered that provides some level of future reliability.
SOP here has never required a new cable be tested before. The feeling was that was stress and unnecessary.
 
Go, no go testing is often done on the reel before pulling the conductors into the raceways to verify there is no shipping damage. This is often just an insulation test (megger) at a voltage appropriate for the insulation rating of the cable.
