New NM to EMT connector

Something intended to transition to open wiring methods more so then to NM cable?

Does remind me as previously described as an open wiring method to conduit fitting, maybe as something I've seen before as a weather head of sorts when coming through the side of a building.

Looks like an exhaust pipe flange. It's split in several spots. Doesn't look secured to the EMT. I'd hate to see the inside of it with (apparently) 2 cables entering. Doesn't appear large enough for wire fill even if it isnt some cobbled together contraption out of w/e was handy at the time.

I think the smaller one is a ground wire.
