New Pool Handrail in existing concrete pool deck

Aloha,
I am doing design work for an accessiblity upgrade on an existing residential in-ground swimming pool.
The client needs a deck mounted handrail which will be mounted within 12 inches of the pool deck edge.
I have looked at the relevant 2008 NEC sections, and there is no clear info regarding modifications to an existing pool.
It would be difficult and costly to access the rebar of the pool cage.
Is there a code compliant way to insure the saftey of this added stainless steel rail and the overall equipotential bonding of the pool.

The only code compliant and safe installation would be to bond the new rail to the existing pool bonding system.

Modification is not a factor...the SS railing must be bonded.

Can a non-conductive railing be used...fiberglass or PVC?

I need to cantilever the rail out over the water with a custom deck mount, so it will have to be stainless steel.
We'll need to cut some holes to access the rebar. so be it.
The alternative is ADA compliant non conductive "easy stairs" at about $5500.00.
