New, rusted EMT

I went to pick up some 3/4 inch EMT this morning, and when I got it on the car I noticed most of it is rusted on the inside.

They had enough in stock that I put back all the rusted pipe and got some that's not, but it made me wonder...

Is there anything to restrict us from installing new pipe that's rusted on the inside?

I've pulled out plenty of EMT in my years that looks fine on the outside, but the interior is pure rust. Sometimes I can't identify the color of the wire insulation.
For sure, I seen it rusted on the inside of old existing, I've just never seen pipe pre-rusted

Kind of curious if there is a prohibition against it
 
I've only seen it once. I didn't notice it at first, but when I tried to pull wire I sure did. Luckily I had only installed one stick.
